Coastal area as a base line has a dynamic characteristic which hard to describe and
has no limits in management. The approach of the analysis is to formulate
thecoastal area planning with statistic analysis wich is dynamic because it’s
properly to the situation that happen in coastal area with supporting element and
suitability land, and condition of the ecosystem the land parameter, water and the
land biota of coastal area balance on both sides as a main indicator.

The basic problems between coastal area planning and the mainland area planning
is depends on the characteristic of the ecosystem and biogeofisic an the conflict
manage chemical; economics and social balance with conflict and human resource
with open access management where there are connectivity between coastal area
and mainland are used is prominent. Main parameter for the attention and coastal
area system are net condition and the higher of the wave, different with room
system palnning with mainland base is land position. The details for coastal area
determine shows: supporting element and proper coastal area ( net, higher wave,
flow speed, accessibility, amplifier, pH, seawaters temperature an sanitation).
Room system planning policy (scope, pattern, race and distribution) from each are
base line: 1) The uses of coastal area in Bekasi for Mangrove are has direct value of
wood for building materials, but the other use for mangrove is for charcoal,
fishpond and lobster port; 2) The uses mangrove wood show that it is usefuls for
building material and sold out as property. Because of the prominent base of this
things are the characteristic of the ecosystem and the conflict management so the
room system planning definitely for the connectivity of mainland and ocean area.
Allocation of room is doin with proportional base on supporting element
judgment and suitability land. The area define base on characteristic of the
ecosystem and zone benefits ex. Preservation zone, conservation zone and
advantages zone.
Coastal area planning model are supporting element and sutibilty land, room
system rules and economic valuation model function. The interact wthin the main
variable that use for coastal planning are: sub- model coastal area pattern, Submodel river water quality, sub-model sea water quality, sub-model citizen, submodel community and area income.
